1. Preheat oven to 400°F. Slice the tops off garlic bulbs, drizzle with oil, wrap in foil and roast 35–40 minutes until soft.
2. Peel and cut potatoes into chunks. Place in a pot, cover with cold salted water and bring to a boil. Cook 15–20 minutes until fork-tender.
3. Drain potatoes thoroughly and return to the pot.
4. Warm butter and cream together until melted and hot, then remove from heat.
5. Add roasted garlic cloves to potatoes and mash with a ricer or masher. Gradually add warm butter-cream mixture and mash until smooth and fluffy.
6. Season with salt and pepper to taste, stirring gently to combine.
7. Transfer to a serving bowl, garnish with chives if desired, and serve immediately.
