1. Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
2. Beat butter, granulated sugar, and brown sugar until light and fluffy, about 2–3 minutes.
3. Add eggs one at a time, then stir in vanilla extract until smooth.
4. Whisk together flour, cocoa powder, baking soda, and salt in a separate bowl.
5. Gradually mix dry ingredients into wet ingredients until just combined.
6. Fold in mini marshmallows and chocolate chips.
7. Cover dough and refrigerate for at least 30 minutes.
8. Scoop tablespoon-sized dough balls onto prepared sheets, spacing 2 inches apart, and flatten slightly.
9. Bake 9–11 minutes until edges are set and centers are soft, then transfer to a cooling rack.
10. Melt dipping chocolate, dip half of each cooled cookie, top with sprinkles or crushed candy canes, and let set.
