1. preheat the oven to 375°F (190°C) and grease a 9×13-inch baking dish
2. in a large bowl whisk together condensed cream of chicken soup, chicken broth, milk, onion powder, garlic powder, salt, and pepper
3. stir in uncooked rice, shredded chicken, and 1 cup Swiss cheese until evenly coated
4. fold in steamed broccoli if using
5. spread the mixture into the prepared baking dish and sprinkle 1/2 cup cheddar over the top
6. arrange frozen tater tots in a single layer over the casserole
7. cover with foil and bake for 35 minutes
8. remove foil and bake uncovered for 25 to 30 minutes until tater tots are golden and crisp
9. optional: sprinkle remaining cheese over tater tots in the last 5 minutes to melt
10. let the casserole rest for 10 minutes before serving
